- update Codex issue automation to pin `openai/codex-action` to
`5c3f4ccdb2b8790f73d6b21751ac00e602aa0c02`, the commit for `v1.7`
- keep the release intent visible with `# v1.7` comments beside the hash
pins

## Test plan
