Charles Cunningham 410caa32b4 Add turn-scoped ephemeral context ...

Add a separate app-server turn parameter for ephemeral context and keep
it runtime-only in core. Render it in the contextual envelope as
additional_context, strip it during normal compaction, and preserve only
the active turn during mid-turn compaction.

Tests:
